This initiative is a "specific programme" that directly addresses "access to basic services," with a clear focus on "water," a key component of this metric. The "training course" serves as a "targeted and coordinated approach" to educate and empower communities. By focusing on "Action-Based Community Engagement," the programme moves beyond theoretical knowledge to equip participants with practical skills to address real-world water security challenges, thereby actively working to "improve access" for all.

At Universiti Teknologi Malaysia (UTM), our adoption of the theme “Transformasi Digital dan Pembelajaran Berterusan” in the 2024 UTM National Training Week 2024 (NTW) is a deliberate and measurable contribution to enhancing access to basic services through training and capacity-building. news.utm.my Rather than solely offering academic lectures, UTM extended its reach beyond the campus boundaries—enabling diverse communities to engage with digital transformation, artificial intelligence fundamentals, and technological innovation. The events, open to both UTM staff and the broader public, were offered in hybrid format (online and physical) to remove geographic and infrastructural barriers. news.utm.my
This inclusive approach aligns directly with indicator 1.4.3, which emphasises the need to “organise training or programmes to improve access to basic services for all.” In our context, the “basic services” translate into digital literacy, access to digital tools and platforms, and the knowledge to engage meaningfully in today’s technology-driven society. By equipping individuals—including under-represented learners—with skills in AI, drone technology, digital lifestyle transformation and community solutions, UTM is not only advancing educational opportunities but also strengthening the foundations of access: to information, connectivity, innovation, and lifelong learning.
Going forward, embedding such training programmes as recurring, publicly documented, and broadly accessible will deepen our impact. As UTM expands its outreach in this manner, we fulfil the methodological expectation of continuous, targeted and coordinated programmes that enhance service access — thereby contributing— in full measure — to SDG 1 (No Poverty) by removing barriers and enabling all individuals to benefit from foundational digital services

Training of Trainers (ToT): Sports Aider Course 2024
The ToT Sports Aider Course 2024 represents a strategic intervention by UTM to broaden access to a fundamental service: safe, capable support in sports and physical activity settings. Delivered via a two-day programme with practical demonstrations and hands-on activities, the course targeted trainers and referees drawn from group-fitness and physiotherapy sectors, thereby cascading essential skills beyond the university to broader service-networks.
In line with indicator 1.4.3 of the THE Sustainability Impact Ratings Methodology 2026 v2.1, the programme is structured to “organise training or programmes to improve access to basic services for all”. By equipping personnel who serve as first-responders in sports environments, UTM is effectively enhancing the availability and quality of basic health-adjacent services (i.e., sports-aider capability) across communities.
The inclusive design of the course enabled multiplication of service capacity beyond UTM’s campus, leveraging trained individuals to extend support to schools, local clubs and community events. This approach intensifies equitable access: rather than limiting expertise to a few, UTM built a routine training channel enabling many more to benefit from safe sports engagement, injury-prevention and rapid assistance.
Going forward, embedding such training programmes as recurring, publicly accessible, and documented interventions strengthens UTM’s contribution to service-access, aligning fully with the methodology’s expectation of programmes that are continuous, targeted and coordinated. In doing so, UTM not only advances education and capacity-building, but strengthens the foundational infrastructure of service-delivery—thereby fulfilling the spirit of indicator 1.4.3: organising training or programmes to improve access to basic services for all.

Empowering the Bangsa Johor Bahagia Community: CCIN Conducts a Digital Marketing Program
Universiti Teknologi Malaysia (UTM), through its Center for Community and Industry Network (CCIN), initiated a targeted Knowledge Transfer Program (KTP) for the Bangsa Johor Bahagia community. This initiative, publicly documented on December 23, 2024, directly provided training to enhance employment opportunities and economic independence.
The program, titled "Empowering the Bangsa Johor Bahagia Community: CCIN Conducts a Digital Marketing Program," was specifically designed to foster independence, build confidence, and create a "ripple effect of empowerment" by equipping participants with practical, income-generating skills.
The initiative featured a dual-focus approach to maximize its impact on participants' access to employment and sustainable livelihoods:
- Vocational Skill Building: The first component provided hands-on training in baking, identified by CSR CCIN as a skill that could "transform lives" and provide an "opportunity to build a small business". Participants were guided by UTM staff through practical, hands-on sessions at their local community center, learning to create cakes and traditional cookies.
- Digital Marketing Integration: To ensure these new skills could be successfully monetized, the program's second component focused on "digital marketing through social media". This crucial training was incorporated to provide participants with the necessary tools to "thrive in a competitive market" in the modern digital age.
By combining practical vocational training with essential digital business skills, this 1-day program serves as a direct, actionable, and public-facing example of the university organizing a programme to improve community access to basic services, specifically those related to employment and sustainable economic self-sufficiency.

Strategic Collaboration Enhances Ethical Awareness Among Teens
Universiti Teknologi Malaysia (UTM) has provided essential community education services, which are recognized as a basic need. This initiative, titled “Strategic Collaboration Enhances Ethical Awareness Among Teens,” demonstrates a direct, structured programme for knowledge transfer to a public, non-university audience.
The programme directly addresses a critical service gap: the vulnerability of teenagers, the largest demographic in online shopping, to ethical risks. By providing "essential knowledge" on business and consumer ethics, UTM organized a programme that fits the methodology's criteria for "education outreach activities beyond campus".
This was not a single event, but a formal, multi-phase programme structured for long-term impact:
- Phase One (May 2024): Focused on "Interactive Knowledge Transfer". This phase used engaging methods like games, quizzes, and videos to introduce foundational concepts in business and consumer ethics to the target community.
- Phase Two (September 2024): This phase constituted "Collaborative Learning with Government Support". UTM partnered with the Ministry of Domestic Trade and Cost of Living Affairs (KPDN) to provide participants with direct access to official information and deeper insights into consumer rights.
- Phase Three (October 2024): A "Knowledge Sustainability Assessment" was conducted. This refresher session evaluated long-term knowledge retention, demonstrating a commitment to measurable, lasting impact beyond the initial training.
This strategic collaboration between UTM's Faculty of Management, a government ministry (KPDN), and the community (including schools like SMK Seri Pulai Perdana) is a clear example of the university organizing a formal, public-facing training programme. It directly provided access to a basic service—specialized community education—to a vulnerable demographic, equipping them with essential life skills to navigate the modern economy safely and ethically.
