10.6.11 : Anti-harassment policy

Guidelines for Handling Sexual Harassment in the Workplace

UTM maintains a comprehensive and mandatory Anti-Harassment Policy through its "Guidelines for Handling Sexual Harassment in the Workplace" (Garis Panduan Mengendalikan Gangguan Seksual di Tempat Kerja) (Pekeliling Pentadbiran Bil. 58/2018). This administrative circular demonstrates a formal institutional commitment to creating a "good, harmonious, positive, and conducive working environment, and free from sexual harassment".

The policy's scope is intentionally broad to ensure full coverage of the institution and its operations:

  • Covers the Institution: The guidelines apply to all staff—including academic, management, professional, and support staff—as well as any other party dealing with the University. This ensures that protection from sexual harassment is provided to everyone, "regardless of position, post, lineage, gender, race, and religion".
  • Covers Operations: The policy explicitly covers conduct that occurs in the workplace or outside the workplace when related to work matters. This jurisdictional reach ensures the policy extends beyond the physical campus to cover all professional dealings related to UTM's operations.

The guidelines aim to be educational and preventative. UTM enforces the policy rigorously, stating that it takes the matter seriously and that disciplinary action will be imposed on any party found guilty of sexual harassment, with the possibility of the case being reported to the Police for charges under the Penal Code. This established, enforced framework provides a systematic approach to addressing and preventing harassment within the university community.
