UTM implements targeted policies and explicit tracking mechanisms to measure and ensure the access of underrepresented groups—particularly low-income students (B40 category) and ethnic minorities—to its academic programs and financial support. This comprehensive commitment is evidenced across the university’s financial aid, scholarship, and welfare programs.
Measuring and Tracking Underrepresented Groups' Access
1. Tracking by Financial Status (Low-Income / B40 Students)
UTM uses household income as a primary criterion for measurement and prioritization, focusing on students from the Bottom 40 (B40) household income group (RM5,000.00 and below). This mechanism is explicitly used to increase access for financially vulnerable students:
- Targeted Priority: The UTM National Postgraduate Fund prioritizes Malaysian students whose household income is RM5,000.00 and below. Similarly, the Endowment Scholarship is officially offered to outstanding students who fall into the B40 category.
- Impact Tracking: The university’s Endowment organization notes that approximately 50% of UTM students come from low-income families (B40), demonstrating a measured awareness of student demographics. It tracks its financial aid impact, confirming that it has provided scholarships to 771 students across various programs since 2011.
2. Tracking by Ethnicity and General Diversity
The distribution of financial aid is also tracked by other diversity metrics. The Endowment Fund has disbursed scholarships to students across various study programmes, faculties, schools, and ethnicities, demonstrating that the university measures the reach of its financial support across different ethnic minority groups.
3. Welfare Support to Ensure Completion
UTM extends financial assistance beyond tuition to address the essential needs of students, which is critical for ensuring low-income students complete their studies. The Endowment Fund has provided direct welfare assistance to over 600 B40 students in the form of contributions for national celebrations, suspended meals, and one-off assistance, guaranteeing continued access and retention for this underrepresented group.
