10.6.4 : Anti-discrimination policies

Policy on Diversity and Inclusion

UTM has a comprehensive Anti-discrimination policy that officially covers the entire institution and its operations, ensuring an inclusive environment for all individuals associated with the university. This commitment is formalized in the Policy on Diversity and Inclusion (2019).

The policy's primary goal is to "celebrate diversity and practice togetherness and equality" (meraikan diversiti dan mempraktikkan kebersamaan serta kesamarataan), and to present the University's commitment to an inclusive environment, "free from discrimination" (bebas dari diskriminasi).

Key aspects of the policy that cover the institution and its operations include:

  • Broad Scope of Coverage: The policy applies universally to all members of the University community, including students, staff (in all employment types), and all parties involved in University activities and business.
  • Explicit Prohibition: It mandates that all citizens of the university must ensure there is "no discrimination, bullying, harassment, and violence" (tiada diskriminasi, buli, gangguan dan keganasan) on campus.
  • Protection Against Specific Discrimination: The policy explicitly defines Diversity to encompass the characteristics against which discrimination is prohibited, including gender, age, race, religion, nationality, and disability (orang kelainan upaya).
  • Operational Commitment: The policy extends to all core functions, requiring the university to provide "equal opportunities" in both employment and education. Furthermore, the university is committed to "constantly reviewing practices in recruitment, promotion, performance management… and training and development to avoid discrimination and bias", confirming that anti-discrimination is integrated into its entire operational framework.

By institutionalizing a policy that explicitly defines protected characteristics and requires a bias-free approach across all core HR functions and campus interactions, UTM establishes a binding commitment to maintain an anti-discriminatory environment throughout its operations.
