Work From Home (BDR)
Universiti Teknologi Malaysia (UTM) has established a robust, comprehensive policy to promote and allow telecommuting or remote working for employees as a standard institutional practice, directly contributing to sustainability goals by mandating structured opportunities for reduced employee commuting.
- Official Policy Adoption: UTM formally implemented the Work From Home (BDR) Policy as Administrative Circular Number 11/2022, explicitly adopting the Federal Government's Service Circular Number 5 Year 2020. This establishment by the University Board of Directors ensures remote work is not an ad-hoc measure but a permanent, standardized policy supported by an extensive "Panduan Pelaksanaan Bekerja Dari Rumah (BDR)" (Implementation Guide).
- Structured Commuting Reduction: The policy offers flexibility directly aimed at reducing the frequency of staff commuting. BDR may be executed via two methods: Full Day WFH or Half Day WFH. The Half Day method specifically requires staff to be physically present at the office for only half the working duration. Furthermore, BDR can be implemented on a rotational or non-rotational basis (giliran atau bukan giliran) by day or week (mengikut hari atau mingguan). This flexibility is a direct action to reduce employee travel.
- Support for Work-Life Balance: The policy accommodates personal needs, allowing BDR to be directed by the Head of Department to create "balance and well-being" for staff. This includes specific scenarios such as when staff need to care for children aged 12 and below due to school or nursery closures.
- Digital Infrastructure for Accountability: To ensure operational continuity, UTM requires the use of systems like eLog and UTMSmart to monitor and record work achievement and attendance, respectively, during BDR. This focus on accountability through digital infrastructure enables the widespread promotion of telecommuting without compromising service delivery.
By codifying BDR as a flexible standard practice with clear guidelines and technical support, UTM systematically promotes remote working, directly acting to reduce staff commuting and enhance employee well-being.
