Affordable housing for employees

Universiti Teknologi Malaysia (UTM) actively fulfills its commitment to provide affordable housing for employees by operating a dedicated, diversified staff housing program managed under the Unit Residen of the Deputy Vice-Chancellor (Development) office.

  • Dedicated Housing Program: UTM has institutionalized the provision of employee housing through its "Perumahan Staf" (Staff Housing) unit. This is managed by the Asset Management Division, ensuring a sustained and organized approach to staff welfare, which is recognized as a "valuable asset" by the Vice Chancellor.
  • Diverse and Accessible Housing Options: The university provides several categories of subsidized or affordable accommodation tailored to different staff needs, including Desa Bakti, Desa Skudai, and Rumah Umum (General Housing). The availability of different housing types indicates a comprehensive approach to meeting varied affordability and familial requirements of its diverse workforce.
  • Streamlined Access and Administration: The process for accessing this affordable housing is clear and formalized, with all necessary documentation available online, including the "Borang Permohonan Menduduki Perumahan Staf Universiti" (Staff Housing Application Form) and the "Perjanjian Kediaman Staf Baru Universiti" (New Staff Residence Agreement). This centralized and transparent administrative process ensures that eligible staff can easily access the subsidized accommodation provided.
  • On-Campus Integration and Amenities: The proximity of staff housing to the university provides an inherent benefit that reduces commuting costs and time for employees. Furthermore, the residential areas are integrated with and benefit from essential campus amenities such as free Wi-Fi, health centers, cafeterias, and multipurpose halls. This holistic provision of affordable residence and access to facilities significantly enhances the quality of life and financial stability of UTM employees.

Mandatory Housing Allowance

Universiti Teknologi Malaysia (UTM) provides systematic and standardized financial support to its employees through a range of fixed allowances, directly aligning with the objective of providing financial aid, particularly for housing and daily living costs.

  • Mandatory Housing Allowance (ITP): UTM implements the Imbuhan Tetap Perumahan (ITP) or Fixed Housing Allowance. This is a key government initiative adopted by UTM, aimed at "helping to ease the cost of living" for public service officers. The ITP provides significant financial support, with rates ranging from RM300 to RM2,000 monthly, depending on the employee's grade group. This policy directly subsidizes the cost of housing for eligible staff.
  • Institutionalized Welfare Mechanism: These fixed allowances (ITP, ITKA, etc.) are a permanent feature of UTM's remuneration structure, managed by the Human Resources Division under the Registrar's Office. The university’s clear administrative process for these fixed emoluments ensures that financial support is consistently and reliably provided to staff.

By adopting and enforcing these substantial fixed allowances, particularly the ITP, UTM offers a formalized mechanism of financial support that directly contributes to the affordability of housing and overall economic stability for its employees.
