13.3.3 : Co-operative planning for climate change disasters

Localizing Global Action through Science and Technology for Disaster Resilience with International Collaboration and Smart Innovation

Universiti Teknologi Malaysia (UTM) reinforced its leadership in climate disaster resilience through the programme “Localizing Global Action through Science and Technology for Disaster Resilience with International Collaboration and Smart Innovation.” Organized in partnership with the National Disaster Management Agency (NADMA Malaysia), the Japan International Cooperation Agency (JICA), and regional authorities, this initiative served as a multidisciplinary platform to strengthen preparedness and adaptive capacity against climate-induced disasters.

The programme addressed the growing challenges of extreme weather events, flooding, and displacement risks by integrating scientific innovation, local knowledge, and cross-border collaboration. It introduced cooperative planning mechanisms involving government agencies, universities, and communities to co-develop early warning systems (EWS), community-led disaster risk reduction (CLDRR) frameworks, and School Resilience and Disaster Education (SRDE) modules. These activities enabled participants to model potential disaster scenarios with and without interventions, fostering data-driven decision-making and long-term resilience strategies.

Through continuous monitoring and stakeholder feedback, the initiative enabled adaptive management of disaster preparedness efforts while promoting the exchange of expertise across national and international partners. This collaboration embodies UTM’s Climate Action Plan in practice—linking scientific capability with humanitarian outcomes and aligning Malaysia’s national disaster-resilience priorities with the Sendai Framework for Disaster Risk Reduction. The programme demonstrates UTM’s commitment to co-operative climate action, safeguarding communities and ecosystems through science-based, inclusive, and globally connected resilience planning.
