13.3.4 : Inform and support government
Webinar Series Highlights Experience in Utilization of X-Band Polarimetric (XBP)
Universiti Teknologi Malaysia (UTM) demonstrated its leadership in climate risk monitoring and disaster early-warning support through the Webinar Series on the Utilization of X-Band Polarimetric (XBP) Radar. The initiative, led by UTM researchers and participated by government agencies including the Malaysian Meteorological Department (MetMalaysia) and National Disaster Management Agency (NADMA), showcased UTM’s applied expertise in deploying advanced radar technology for localized rainfall measurement and real-time flood risk forecasting.
The XBP radar, strategically installed at UTM Pagoh, enables precise monitoring of short-duration, high-intensity rainfall — a critical factor in modelling flash flood events linked to climate change. Through data sharing and technical consultation, UTM provided actionable insights to assist local authorities in early warning, disaster planning, and adaptive response. The webinar emphasized identifying technical challenges in radar calibration, integrating multi-sensor data for regional coverage, and improving the reliability of climate hazard prediction models.
This collaboration enhances the government’s capacity for evidence-based decision-making, bridging academic innovation with public-sector policy and operational needs. Continuous monitoring and knowledge transfer ensure adaptive refinement of disaster-response strategies. The initiative exemplifies UTM’s commitment to informing and supporting government-led resilience planning, aligning national early-warning systems with Malaysia’s Climate Action Roadmap and the Sendai Framework for Disaster Risk Reduction, fulfilling SDG 13.3 on effective climate adaptation through science-driven governance.
