16.2.2 Students' union

Universiti Teknologi Malaysia (UTM) officially recognizes and empowers the Majlis Perwakilan Pelajar (MPP), or Student Representative Council (SRC), as the "Centre association representing all university registered students". This body functions as the independent student union, ensuring student voices are central to the institution's governance and operations.

Independent Formation and Representation

The legitimacy and independence of the MPP are firmly rooted in a democratic, student-led process:

  • The MPP is formed through the election process each year to select candidates who represent both the general and faculty bodies of the university.
  • All registered students who are pursuing diploma and degree courses are eligible to vote and hold the right to elect representatives to fill the council seats. This electoral mandate ensures the SRC's authority is derived entirely from the student population it represents.

Functional Autonomy and Institutional Support

The MPP demonstrates significant functional independence through its structure, advocacy, and dedicated resources:

  • Dedicated Governance: The council operates with its own defined leadership structure, including an Executive Council and specialized departments. These departments, such as the Department of Campus Sustainability and the Department of Academic and International, allow the MPP to pursue specific, student-driven agendas.
  • Advocacy and Mission: The MPP acts as the student's primary voice, issuing Official Statements and managing its own external relations through the Department of Internal Relation and Corporate Affairs. The organization's philosophy is explicitly framed around leveraging the "idealism and freedom of the soul possessed" by students as a "power to create change".
  • Physical Presence: The University recognizes the MPP’s institutional status by providing a dedicated facility, the Student Union Building (SUB), which is listed as the official contact address for the MPP.

By formally endorsing a democratically elected student union with dedicated operational autonomy and resources, UTM establishes a robust institutional commitment to student representation.
