Universiti Teknologi Malaysia (UTM) provides substantial, high-level expert advice and evidence to the Sarawak regional government, profoundly influencing its land administration and technical governance through strategic partnerships with the Land and Survey Department (JTS) and the Centre for Technology Excellence Sarawak (CENTEXS). Formalized by a Memorandum of Understanding, this collaboration is a multi-faceted provision of expert services, including sustained consultancy, contract research, and crucial technical guidance. Most impactful is the direct provision of expert evidence by UTM specialists, who designed and operationalized the state-wide Continuously Operating Reference Station (CORS) Data Center—Sarawak’s modern geocentric cadastral system—significantly strengthening the state's infrastructure and survey policy. Further demonstrating governmental reliance on UTM's expertise, the Sarawak government funds the Premier Sarawak Chair Grant to support 13 high-priority, joint research projects and enhance human capital. This deep collaboration extends to capacity building, where UTM provides specialized expertise for developing training modules at CENTEXS and enrolls JTS staff in fully sponsored Master’s programs, ensuring the university's research and knowledge are directly translated into tangible policy and operational improvements for the state.

- Implementing Market Mechanisms: It advises on the strategic deployment of carbon pricing as an essential tool to accelerate decarbonization, while simultaneously recommending effective measures to mitigate the associated risks to industrial competitiveness and energy prices.
- Fostering a Just Transition: It provides an improved analysis of potential job losses from shifting away from fossil fuels, compelling policymakers to implement robust policy reforms to ensure a just and inclusive energy transition that mitigates impacts on vulnerable communities.
