5.6.8 : Policies protecting those reporting discrimination

UTM Diversity and Inclusion Policy

Universiti Teknologi Malaysia (UTM) has a policy framework that ensures the protection of individuals reporting discrimination by establishing formal procedures for managing non-compliance, thereby insulating them from educational or employment disadvantage.

  • Explicit Prohibition and Zero-Tolerance: The Polisi Diversiti dan Inklusif (Diversity and Inclusion Policy) establishes the foundation for a protective environment by explicitly mandating that all University members "should ensure no discrimination, bullying, harassment, and violence (harassment and violence) on campus". This creates the institutional premise that such conduct is unacceptable and subject to disciplinary action.
  • Mandatory Structural Reporting: The policy ensures that any report of a breach is handled not ad-hoc, but through formalized, accountable channels. The document dictates that the "procedure for managing if there is a policy violation refers to existing relevant policies, guidelines, and procedures".
  • Referral to Governing Mechanisms: By referencing standing regulations—such as the "Polisi Kesamarataan Dalam Perkhidmatan" (Equality in Service Policy) —UTM guarantees that any reported case of discrimination or harassment will be processed under established disciplinary and protective mechanisms. This formal, documented process safeguards the complainant by ensuring that their report is handled through an institutionalized structure designed to address the violation without resorting to measures that could compromise their educational or employment standing.

This policy establishes that UTM's commitment to protecting those reporting discrimination is integrated into the University’s formal governance and procedural infrastructure.
