Universiti Teknologi Malaysia (UTM) enforces a rigorous Emergency Preparedness and Response Procedure (UTMOSHE-P0820-EPR) to fulfill its crucial commitment to environmental pollution prevention on campus. This systematic approach is designed to eliminate or minimize the impacts and risks from emergency events, particularly accidental spillages of hazardous liquids or chemicals, which pose a direct threat to water systems. The procedure mandates clear steps for managing both Minor and Major Spills. Crucially, the procedure establishes specific protocols under Section 6.6, "Emergency Spills of Chemical and Waste Chemical," focused entirely on protecting water infrastructure. It explicitly ensures that all relevant personnel are equipped and trained to control any liquid spillages in a controlled and safe manner. The Head of Department (HOD) is responsible for maintaining readily available emergency spill kits at potential spillage areas. Most importantly, the first response action for a trained member facing a chemical spill is to "Block off all drains and ensure the chemical does not enter the drainage system," demonstrating an active, immediate process to prevent water system contamination caused by incidents. Post-containment, all residue must be cleaned and disposed of strictly as a scheduled waste, ensuring long-term environmental safety.
