7.2.1 : Energy-efficient renovation and building
Energy Policy
Universiti Teknologi Malaysia’s (UTM) commitment to energy-efficient infrastructure is codified and enforced through a definitive, high-level policy mechanism, ensuring that all renovations and new builds adhere to verifiable efficiency standards. This institutional commitment is driven by the UTM Energy Policy (Updated 2022), which mandates the establishment of a sustainable energy management system to enable the continuous, effective, and widespread implementation of energy efficiency and conservation practices across the entire university. This system is designed to allow the university to set measurable energy reduction targets.
The policy provides a clear, non-negotiable directive that directly governs the university’s physical development. Within the Energy Policy Guidelines, the university establishes that achieving its goal of consuming energy in the most efficient and environmentally responsible way requires "the control and management of design of buildings and systems in use".
The policy's most impactful clause on this matter explicitly states: "Any modification and extensions of buildings shall take into consideration the need for such buildings and systems to operate at optimum energy efficiency". This requirement is immediately benchmarked against a national sustainability metric, as compliance is stipulated "As stipulated in the Green Building Index" (GBI). This formal inclusion of the GBI ensures that all new builds and major renovations are held to a robust, recognized performance standard for building efficiency.
Furthermore, this commitment extends beyond initial construction. The university has an immediate goal to implement appropriate measures to reduce energy consumption through improved practices, maintenance, operation, and purchasing for new and existing buildings or equipment. This systematic approach is overseen by the UTM Energy Management Committee, comprised of top management, and implemented by a dedicated Resident Energy Manager, ensuring accountability and compliance across all projects. By formally linking all building modifications and extensions to the GBI’s optimum energy efficiency standard, UTM demonstrates a fully documented and enforced policy commitment to sustainable infrastructure.
