KKA UTM
UTM formally recognizes and supports the right to freedom of association and collective representation for its workforce through the Kesatuan Kakitangan Am UTM (KKAUTM), or UTM General Staff Union. This relationship ensures that staff, including women and other diverse demographics, have a collective voice in their employment practices and welfare.
The recognition of KKAUTM is clearly institutional, evidenced by its official web presence within the university domain, which outlines a defined Role, Achievements, and Membership Benefits. The union operates with an elected Executive Committee (Exco) and maintains representatives across all major campuses (UTM Johor Bahru, UTM Kuala Lumpur, and UTM Pagoh), confirming its comprehensive institutional recognition and active function.
Furthermore, the union's scope is explicitly broad, covering General Staff (Kakitangan Am) across seven different Service Scheme Grades (Gred C, J, W, S, F, N, H), ensuring that a significant portion of the non-academic workforce is collectively represented. Penubuhan Persatuan Dalaman Staf UTM
UTM officially recognizes and supports the right to freedom of association and collective bargaining for its workforce through two established internal bodies: the Academic Staff Association (PKA) and the General Staff Union (KKA) (Kesatuan Kakitangan Am).
This institutional recognition is formalized and governed by Administrative Circular No. 7/2016, which explicitly states that the KKA is "established under the Trade Unions Act" (telah ditubuhkan di bawah Akta Kesatuan Sekerja). By being registered under this national act, the KKA is legally positioned to conduct collective bargaining on behalf of its members.
The circular's purpose is to clarify that only these two groups are formally recognized as a "Union" (Kesatuan) or "Association" (Persatuan), while other staff groupings are only permitted to function as social and welfare societies. This clarity solidifies the legal and formal status of the PKA and KKA as the exclusive, recognized bodies for professional and collective representation for all relevant staff categories, thereby ensuring that both academic and non-academic personnel (including women and diverse staff) have a formal, recognized structure for representation and collective bargaining within the university
