8.2.6 : Employment policy pay scale equity

Policy on Equality in Service

UTM maintains a stringent Employment policy pay scale equity through its Policy on Equality in Service (Polisi Kesamarataan Dalam Perkhidmatan), which ensures compensation is fair and non-discriminatory for all staff. The policy's core purpose is to guarantee equality in human resource management without regard to gender (jantina), race, religion, or any other characteristic.

This commitment is directly applied to remuneration under Section 5.2 (Penggajian / Salary), which mandates that Management must ensure the organization "does not have a discriminatory intent" towards staff in salary issues. Instead, pay scales are strictly required to apply "equality to all Staff based on qualifications and established criteria".

To enforce this equity, the university has a formal mechanism for measurement and elimination of pay gaps:

  • Periodic Review: The Board of Directors, through the Appointment Committee, is mandated to review the overall salary and remuneration framework periodically (dari semasa ke semasa) to ensure it remains consistent with market needs and expectations, effectively serving as a process for continuous equity analysis.
  • Mandatory Audit: Compliance is secured by requiring the University's Internal Audit and Governance functions to conduct periodic reviews (semakan berkala) of processes involving salary to monitor the execution and adherence to the policy.

This system of mandatory, non-discriminatory salary practices, combined with scheduled internal audits of the remuneration process, provides a verifiable and ongoing commitment to eliminating inequities, including the gender pay gap, across all staff.
