Policy on Equality in Service

UTM is formally committed to an Employment practice appeal process for its staff regarding their rights and pay, a commitment underscored by the adoption of the Policy on Equality in Service (Polisi Kesamarataan Dalam Perkhidmatan).

While the circular is an administrative policy and does not detail the specific name of the grievance committee or reporting channel, it strongly implies a structured appeal process by establishing key principles and mandatory auditing:

  • Mandate to Uphold Rights: The policy's purpose is to manage and implement equality in service , with the goal of ensuring that all staff are able to realize their maximum potential without regard to their position. This commitment to equality applies across all major aspects of employment, including recruitment, promotion, and salary (penggajian).
  • Formal Audit for Review: To ensure compliance, the policy requires that the University’s Internal Audit and Governance functions must perform periodic reviews (semakan berkala) of the processes involving salary, appointment, performance management, and working hours. This audit function acts as a mandatory, institutional review mechanism that holds management accountable for upholding the staff's rights and the policy's non-discriminatory principles.
  • Commitment to Compliance: The policy explicitly requires all staff to constantly follow the compliance related to anti-discrimination, harassment in the workplace, and equal employment opportunity.

By institutionalizing a system that guarantees the right to equality in pay and requires high-level audits to verify adherence, UTM establishes a strong, enforceable framework that allows employees to challenge or appeal unfair decisions with the assurance that formal mechanisms are in place to review and uphold their rights.
