UTM formalizes its commitment to the financial well-being of its faculty and staff by mandating the provision of remuneration based on "cost of living criteria" (kriteria kos sara hidup). This formal mechanism, established through Administrative Circular No. 24/2021, which applies the Service Circular on strengthening the implementation of allowances, ensures a fundamental component of compensation is dedicated to basic subsistence.

The policy explicitly categorizes supplementary payments intended to support the general cost of living, which includes the Fixed Housing Allowance (Imbuhan Tetap Perumahan) and the Subsistence Allowance Payment (Bayaran Imbuhan Sara Hidup). By providing these specific allowances tied to cost of living, UTM ensures that the compensation structure for all staff and faculty—as members of the public service—is systematically augmented beyond base salary to address essential expenses.

The circular also confirms the continued payment of the Critical Service Incentive Payment (BIPK) to new appointees in certain service schemes. This confirms a broader commitment to a just wage that factors in specialized service, job risk, difficulty, and expertise, ensuring compensation not only addresses basic cost of living but also justly rewards specialized roles. By standardizing and strengthening the administration of these allowances, UTM maintains a structured system for financial support designed to ensure all personnel receive compensation that incorporates cost of living considerations.
