Provision of healthy and affordable food choices for all on campus.


Universiti Teknologi Malaysia (UTM) provides on-campus health and well-being support through affordable food access initiatives that help students to maintain daily nutrition intake while managing living costs. The university’s Menu Siswa Rahmah initiative was implemented through collaboration between the Deputy Vice Chancellor (Student Affairs) and Deputy Vice Chancellor (Development), with the stated aim of supporting Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 3 (Good Health and Well-being) by providing nutritious meals at affordable prices. The programme explicitly describes the meals as balanced and nutritious, and positions affordable access to healthy food as part of student well-being support.

This Menu Siswa Rahmah initiative offers a balanced meal priced at RM5, delivered through participating campus food operators. During its first launch, 14 campus cafes have joined the initiative, enabling students to access across multiple on-campus food outlets that participated in this programme. UTM also reported a direct institutional commitment to sustain the initiative, including an allocation of RM90,000 to all participating campus cafes for the first 6 months. This demonstrates that the initiative is not only promotional in nature, but supported through university-backed implementation measures. The programme is operationalised through the UTMSmart applications, where eligible students can access the list of menus via the QR code.

UTM further strengthened its affordable food and basic needs support through Program Jualan Rahmah MADANI @Kampus, making the university the first higher education institution in Johor to organise such a programme. The initiative offered 37 essential items, at 10% to 30% below market price, helping to reduce the daily cost pressures for the campus community. While this programme is broader than healthy meal provision alone, it provides complementary well-being support by improving affordability of essential food and household items on campus.
