Sustainable Procurement Policy


Universiti Teknologi Malaysia (UTM) demonstrates its commitment to sustainable procurement through its formally approved Procurement Policy for Supply, Services and Works (PK1), which governs all institutional purchasing activities. Effective from 1st June 2024 and endorsed by the University Board of Directors, the policy establishes a comprehensive framework aligned with principles of good governance, transparency, and value optimisation.

The policy embeds sustainability through multiple procurement principles, including lifecycle costing, value-for-money evaluation, and ethical sourcing. Procurement decisions are not solely based on lowest price but incorporate broader considerations such as quality, durability, and long-term resource efficiency, supporting environmentally responsible purchasing practices. UTM further promotes sustainable procurement by prioritising the use of locally produced goods and services, thereby reducing environmental impact associated with transportation while supporting local industries. Strict controls are also in place for imported goods, ensuring that imports are only considered when local alternatives are unavailable.

In addition, the policy enforces fair competition, transparency, and integrity through open tender processes and anti-corruption mechanisms. Applicable to all departments in UTM, this policy ensures institution-wide adherence to responsible procurement practices, reinforcing UTM’s commitment to environmental sustainability and corporate social responsibility.
