Equality, Diversity and Inclusion (EDI) policy
Universiti Teknologi Malaysia (UTM) demonstrates its commitment to equality, diversity, inclusion (EDI), and human rights through the formal adoption of the Polisi Diversiti dan Inklusif (2019) and Polisi Kesamarataan Dalam Perkhidmatan to prevent discrimination, and promote diversity and inclusivity. Approved at the university governance level, this policy provides a comprehensive framework to promote an inclusive, respectful, and equitable campus environment.
Implementation of these policies are supported through the university’s administrative structure, where the Department of Registrar functions as the responsible entity which is equivalent to the EDI office to advise and monitor the related policies, programmes, and practices. This includes embedding equal opportunity principles in recruitment, promotion, training, and access to education.
Besides that, the policy commits UTM to promote equality of staff talent, fostering a respectful and open working environment, ensuring committee composition reflects diversity and equality of expertise and background, and ensuring that services, systems, and processes do not prevent staff from different backgrounds from having equal opportunities within UTM.
In addition, the policy applies equality principles across human resource management without discrimination on the basis of gender, culture, race, ethnicity, physical condition, age, language, religion, citizenship, and family/marital status, and it states that equality is fundamental in preventing discrimination and injustice. It also defines equality in relation to ensuring staff have opportunities in the organisation without barriers linked to gender, religion, race, ethnic or cultural background, beliefs, marital status, or physical condition.
The policy further embeds equality into operational processes including recruitment, promotion, pay, performance and talent management, flexible working arrangements, committee nomination and appointment, reporting, compliance, and periodic review. It also requires reporting on progress toward equality objectives and periodic audits of relevant processes to assess implementation and compliance.
UTM’s Polisi Kesamarataan Dalam Perkhidmatan, published on the official Registrar’s website, setting out the university’s commitment to equality and non-discrimination in service, staffing, and institutional processes.
On the other hand, Polisi Diversiti dan Inklusif (2019) explicitly prohibits discrimination, harassment, bullying, and any form of unequal treatment, ensuring that all individuals are treated with dignity and fairness regardless of gender, race, religion, nationality, disability, age, or socio-economic background. It applies institution-wide to students, staff, contractors, visitors, and stakeholders, reflecting a whole-of-institution approach.
