Universiti Teknologi Malaysia (UTM) affirms a strong commitment to fostering a holistic ethical organisational culture through clearly defined values, structured training, dedicated oversight, and secure reporting mechanisms. The university’s core ethical principles including integrity, accountability, respect, fairness, and professionalism are formally codified in the publicly accessible Kod Etika Profesional UTM. This document establishes a comprehensive framework guiding staff conduct, decision-making, and professional responsibilities, reinforcing transparency and good governance practices across the institution.

To ensure these values are consistently embedded in practice, UTM integrates its core institutional values ISES into structured training programmes. Established ethical compliance office with designated institutional oversight
UTM further strengthens ethical governance through the establishment of the Integrity Unit under the Chancellery Department. This dedicated office oversees institutional integrity, promotes ethical awareness, and ensures compliance with governance policies and regulatory requirements.

Confidential whistleblower and staff grievance reporting mechanisms
UTM supports a holistic ethical organisational culture through the implementation of a formal Whistleblower Confidentiality Procedure, effective 10 November 2024. This procedure establishes a secure and accessible internal reporting system that enables staff, students, and external stakeholders to report misconduct, unethical behaviour, or regulatory breaches through multiple channels, including email, online platforms, written submissions, and direct engagement with the Unit Integriti. All reports are formally recorded and managed through a structured evaluation and investigation process to ensure consistency and accountability.
The procedure further strengthens ethical governance by ensuring strict confidentiality, whereby whistleblower identities and personal information are classified as “SULIT” and accessible only to authorised personnel. It incorporates safeguards against retaliation, allowing whistleblowers to report any detrimental actions arising from their disclosure, while maintaining confidentiality for reports made in good faith regardless of investigation outcomes. Governance oversight is reinforced through dedicated committees and clear escalation pathways, ensuring transparency, accountability, and effective conflict-of-interest management. Whistleblowers are also informed of outcomes within a reasonable timeframe, supporting procedural fairness and trust in the system. Collectively, these measures demonstrate UTM’s strong commitment to integrity, accountability, and ethical governance.
