Smoking-Free Campus Policy

In its commitment to fostering a sustainable and healthy environment, Universiti Teknologi Malaysia (UTM) pioneered a comprehensive No-Smoking Campus Policy through Administrative Circular No. 22/2014. This impactful institutional commitment transformed the entire university ground into a smoke-free zone, effectively protecting the health and well-being of over 30,000 students and staff from the dangers of second-hand smoke.

The policy, which was officially enacted on March 1, 2014, aligns directly with the Malaysian government’s Health Act (Designation of No-Smoking Areas) 2004 (Amendment 2011), establishing a strong legal and moral precedent.

Crucially, the policy's scope is total and non-negotiable, encompassing all buildings, outdoor areas, and vehicles within the university boundary. This complete prohibition covers every part of the community’s shared space, including administrative blocks, lecture halls, student residential colleges, sports complexes, and recreational spaces. UTM ensures compliance through a robust enforcement mechanism, clearly stipulating fines and disciplinary actions for any staff or student violation.

This proactive and comprehensive campus-wide ban demonstrates UTM's direct and verifiable contribution to public health outcomes, solidifying the creation of safe, healthy, and pollution-free learning and working environments as a core pillar of its social responsibility and sustainability strategy.
